Join CSF to hear from Dr. Hao Liang, co-author of the report The Effects of Financing Green and Brown Sectors: What Do Theories and Evidence Say? which was published in July 2025 in the Asian Economic Policy Review Special Issue on ‘Sustainable Finance and Policies in Asia’. 

The report finds that conventional green finance—directing capital only to low-carbon sectors—delivers only modest emission reductions and can unintentionally raise emissions from carbon-intensive industries by restricting access to transition funding. Using modeling and literature evidence, the authors show that penalising “brown” sectors can backfire, while supporting their gradual decarbonisation through transition finance is more effective and less economically disruptive. They recommend policies that expand transition finance markets, alongside green finance to achieve orderly and inclusive progress toward net-zero.

In this meeting, Dr. Hao Liang will present the findings of the report and discuss where to next. CSF will also provide an update on key workstream progress.

Meet our speaker
 

Dr. Hao Liang
Associate Professor of Finance, Academic Director of the Singapore Green Finance Centre, and Co-Lead of the Sustainable Business Research Peak at Singapore Management University (SMU).

Dr. Hao Liang holds the Ho Bee Professorship in Sustainability Management and has been awarded the BNP Paribas Fellowship, DBS Sustainability Fellowship, and Lee Kong Chian Fellowship.

He is a research member of the European Corporate Governance Institute (ECGI) and an extramural fellow at Tilburg University, where he received his PhD in Finance and won the university-wide Best Dissertation Award in 2015. Additionally, he serves on the Steering Committee of the Impact & Sustainable Finance Faculty Consortium, the board of Global Research Alliance for Sustainable Finance and Investment, the Scientific Committee of the Geneva Centre for Philanthropy, the Technical Committee for Sustainable Finance of Enterprise Singapore, the ESG Advisory Group of World Federation of Exchanges, and has been nominated to the China ESG 30 Forum by Caixin Magazine.
